Biography

Paul J. Ray is the Administrator of the Office of Information and Regulatory Affairs, an office he led as Acting Administrator for most of 2019.  He previously served as OIRA’s Associate Administrator and Senior Advisor to the OMB Director for Regulatory Affairs.  Hailing from Chattanooga, Tennessee, Paul attended Hillsdale College and Harvard Law School, joining the Harvard Law Review and graduating magna cum laude.  Paul clerked for Justice Samuel Alito of the United States Supreme Court and Judge Debra Livingston of the United States Court of Appeals for the Second Circuit.  Before joining OMB, Paul practiced administrative appellate law at Sidley Austin LLP in Washington, DC, and served as Counselor to the U.S. Secretary of Labor.
